Notice on Organizing the Application for the 24th China Patent Award of the State Intellectual Property Office

All directors and member units:
In response to the call of the State Intellectual Property Office to "strengthen the creation, protection and application of intellectual property rights, stimulate the innovation vitality of the whole society, and accelerate the construction of a powerful country of intellectual products", we encourage and commend patentees and inventors (designers) who have made outstanding contributions to technological (design) innovation and economic and social development, China Aviation Industry Technology and Equipment Engineering Association (hereinafter referred to as "the Association") participated in the application of "China Patent Award" in 2021, and one of the three patent projects recommended by the Association according to the upper limit of quota allocation won the silver prize.
In order to better carry out the recommendation of patent projects in 2022, the Association planned in advance and issued the Notice on the Purpose of Pre-collecting Chinese Patent Awards to be applied for in 2022 (JXZ [2022] No. 7) in July 2022. According to the requirements of the Notice of the State Intellectual Property Office on the Selection of the 24th China Patent Award (GZXHZ [2022] No. 134), the Association officially organizes the application of the "24th China Patent Award" for the directors and member units. Relevant matters are hereby notified as follows:
1、 Requirements of the applicant
（1） The applicant must be the governing unit or member unit of the Association, and the membership fee of the Association this year has been paid on time.
（2） In principle, the number of projects that each unit applies to the Association shall not exceed 2.
2、 Requirements for participating projects
Those who have obtained patents authorized by the State Intellectual Property Office and meet the following conditions can participate in the selection of the China Patent Award:
（1） Before December 31, 2021 (including December 31, subject to the date of authorization announcement), it was granted the patent right for invention, utility model or design (including the declassified national defense patent, excluding the confidential patent).
（2） The patent right is valid, there is no legal dispute before the deadline for filing, and there is no unpaid annual fee or late fee.
（3） All patent holders agree to participate in the evaluation.
（4） He has not won the Chinese patent award.
（5） A patent is evaluated as a project.
（6） No more than 2 items of the same patentee participated in the evaluation.
The recommendation work is guided by high-quality development, giving priority to the core patents formed in basic research, applied basic research and breakthrough of "stuck neck" technical problems.
3、 Submission materials and requirements
（1） Application for China Patent Award (WORD document).
（2） Appendix to the application for China Patent Award.
1. The patentee can provide the special audit report on the economic benefits of the patent, issued by a qualified accounting firm, as the relevant evidence of economic benefits, if the scanned copies of materials such as pictures, photos, award certificates, project application certificates, etc. are filled in with economic benefit data. The above materials shall be embedded in a PDF file, which shall not exceed 20M;
2. Technical disclosure, patent authorization announcement text (PDF document);
3. For the joint patent jointly declared by the patentee, it is necessary to issue the certification materials of all the patentees' consent to participate in the evaluation, and also issue the relevant certificates of all the inventors' ranking without objection
4. For the declassified national defense patent, the declassified or unclassified proof materials shall be provided.
（3） Statistical table of patent information (Annex 1).
（4） Non-classification certificate issued by the unit for the application materials.
（5） The application materials for each project shall be provided with paper and electronic copies, which shall be in duplicate with the official seal of the unit; The electronic parts are made into a separate compression package and stored in a CD or USB flash disk. The compressed package of electronic parts shall be named with "XX unit+patent number+patent name" (for example, "XX unit+ZL20211002 * * *. *+XX"). The compressed package shall contain two folders of application materials and certification materials.
1. The application materials folder shall be named with "application materials+unit name+patent number" (for example, "application materials+XX unit+ZL20211002 * * *. *"), and the application form for the Chinese Patent Award (one WORD document and one scanned copy of PDF sealed version) shall be stored inside, and the application form shall be named with "application form+unit name+patent number";
2. The certification material folder shall be named with "certification material+unit name+patent number" (for example, "certification material+XX unit+ZL20211002 ******"), and the attachment materials shall be stored inside. The attachment materials shall be numbered in sequence, such as 1-1, 1-2, 2-1, 2-2. The attachment materials shall be named with "1-1XX attachment material+unit name+patent number" (for example, the award certificate shall be named with "1-1 award certificate+unit name+patent number".
4、 Recommended procedures
（1） The Association will organize experts to conduct formal review and conference review of the application materials, and determine the items to be recommended. The review of the meeting will be notified separately. The maximum number of projects recommended by the Association is 3.
（2） The Association will publicize the recommended items on its official website for at least 5 working days.
（3） The Association will submit the recommended project materials to the State Intellectual Property Office before October 29, 2022.
5、 Time requirements and contact information
（1） Please send the contact registration form (Annex 2) to the mailbox of the Association before September 13, 2022.
（2） The deadline for submission of application materials is September 18, 2022.
（3） The paper copy of the application materials, together with the USB flash disk or optical disk storing the electronic copies, will be delivered to the Association (please submit by EMS or SF Express). The overdue recommended items will not be accepted (the delivery date shall prevail).
6、 Other requirements
Please download the "China Patent Award" column on the website of the State Intellectual Property Office for templates such as the "China Patent Award Evaluation Method" and the "China Patent Award Application Form". All directors and member units are requested to do a good job of publicity and mobilization and project recommendation in accordance with the Measures for the Evaluation of the Chinese Patent Award and the requirements of this notice, and ensure that the contents of the materials filled in the application form are true and complete. All units should strictly control the application, weigh the quality of the recommended projects carefully, rather than make up. Projects that have previously applied for this prize but not won the prize should not be recommended again.
